So I followed the steps 1-6, when running the installer, apache is failed to install.

Ok, so now apache 2 is failing. This my plan, please confirm steps:
- Revert back to 14.04
- Upgrade to 16.04
- Comment php and packges entries in fogsettings
- Purge php* and apache* (3 commands)
- Run apt-get Autoremove
- Run Fog installer
- Undo step 3

@Quazz Thank you, it seems that php7 was installed successfully and the values in fogsettings has been changed.
Tried to access the console, and I got:
So, I uncommented the lines and ran the installer again.
Yet, I get the same screen. -

@Quazz Thanks, I put # in front of php_ver and php_verAdds.
Ran “php_ver=‘7.0’ php_verAdds=’-7.0’ ./installfog.sh -y” and the installation stopped at the same spot.Should I have commented something else?

Ok, deleted the values for php_ver (5) and php_verAdds(-5.6) in fodsettings and saved.
Ran php_ver=‘7.0’ php_verAdds=‘-7.0’ ./installfog.sh -y

@Tom-Elliott Thank you, it seems that apache2 is running now. But, when trying to access the console, it seems like DB issue.
Also, while the installer was running, I noticed that PHP5 is not exist.Thanks,

This is the current status:
Had Ubuntu 14.04 up to date with FOG 1.3 RC-10. Upgraded to 16.04.
Disabled IPv6 - did not resolve the issue.
Ran fog install - Apache 2 failed to start and console not coming up.
so, no change.Thanks,

All,
Thank you for your support.
After unsuccessful attempt to upgrade to 16.04, I reverted back to 14.04.
So now, I have up to date 14.04 and FOG 1.3 RC-10. It seems to be working fine now.
I’m ready to follow any instructions to successfully upgrade to 16.04.Thanks again,

Restarting Apache2 for fog vhost failed.
