Single Snapin for Groups requires image to be assigned

Description
When deploying a single snapin to a group of hosts, the only hosts that are listed in the “Hosts in Task” field are those that have an image assigned. Hosts in the group that do not have an image assigned do not show up in the “Hosts in Task” list for a single snapin.
For snapins, an image being assigned to hosts shouldn’t be required.

Coincdentally, I came across the explanation on the Wiki earlier today (even though it was written for 0.32 or so).
Paraphrased: It’s because the only way to associate hosts to a node is via the assigned image. This is to avoid multiple nodes of deploying the snapin to the same host.

That doesn’t make any sense to me. And the way this behaves now isn’t how people would expect it to behave. What if someone has no images? What if they just want to use fog for snapins? What if I delete the image that was assigned to computers? We have 2K hosts in our big fog setup. Assigning the wrong image or a fake image just for the sake of having an image assigned is a bad idea.
