Cant get to management page

I have used FOG for years without a problem but on this installation I can’t get apache to serve the management index page. It just downloads a garbage file. It’s really strange. any help would be appreciated. I’ve attached a screenshot to help clear any confusion.

Sounds to me like php isn’t installed.
