ProxyDHCP network conflicts?

I am unable to work with the network admins here on setting up the options for fowarding request through the normal setup. They also informed me that I am not allowed to setup an DHCP server.
Now my question is if I set up the Proxy DHCP will there be conflict with the normal DHCP server. Will the Network Admins find be able to discover my server?
