installlang reset to ='' after each upgrade

Hi,
Each time I upgrade git, intalllang parameter in /opt/fog/.fogsettings reset to standard value (=‘’) so I have to set it to =‘1’ before upgrade.

Should be fixed in working. Apparently I accidently had an e at the end of the of the checks.
So it was setting installlange instead of installlang.

Just tested, I change installlang to =‘1’ before upgrade, and after installation installlang is reset to =‘’

@Matthieu-Jacquart Working branch will become dev-branch when I push up RC-4. RC-4 hopefully will be out by the end of the week (to address xp deployment issue).
