Can't register any more hosts

SVN Revision 4143 - CentOS 7.
We are trying to register several Optiplex 9020s, these machines are brand new out of the packaging. We can’t register any more.
During full host registration, it says “can’t register for the following reasons” but doesn’t give any reasons.

So - We’ve figured out that people in the building where the Master node is can register fine.
People in the building where the non-master is cannot register. They Used to be able to.
So we’re just rebuilding the non-master from the floor up. I’ll update the thread with the results of that.

Registration works fine now - We’ve pointed the separate buildings DHCP 66 and 67 to the main fog server. Works.
