FOG 3649 Upload Image Task

Updated to trunk 3649 this morning. Went to an upload image task on a host and got the download image error

“Failed to create deployment tasking for the following hosts
You must first upload an image to create a download task”

I suppose I should be more specific: It is in the web console. Seems to persist with 3650.
