This issue just started recently. Nothing has changed, yet it no longer moves the files.
We have went through the steps for rights, ownership and passwords, nothing. I have went through the posted solution in all the relevant posts that I can find on the issue and still no change. I found nothing that seems to have been changed. FOG does crate a file with the name that the folder should be under /images, but again it not only does not move the files over it does not create a folder for the files to be moved to.

    Ubuntu 14.04.4 LTS

You are currently running version: 6505

Can you try upgrading? I know SVN is down atm but you could use git as well.

Web GUI issue? Please check apache error (debian/ubuntu: /var/log/apache2/error.log, centos/fedora/rhel: /var/log/httpd/error_log) and php-fpm log (/var/log/php*-fpm.log)

I know (from my experience) there was an issue with the files being moved out of the /image/dev folder to the /images folder, at / around that release. It has been fixed since then. I think the current (as of this post) is in the r7009 range. So your trunk build is a bit out of date already.

Updating seemed to fix the issue.
