Issues with Optiplex 7070

Having an issue with my Optiplex 7070 desktop stations.

Have been unable to get them to boot using UEFI. When I try with device I get a few lines of TFTP connection then the system boots into the first time setup of the OS included on the system

If I try to boot using Legacy PXE mode I am getting just a black screen with blinking cursor in top corner.

I looked them over and think I want to start on the first major issue which is just getting this to boot to UEFI.
When I do UEFI network book on IP4 it does start to load the content but then reboots. I am seeing the following briefly prior to the reboot.

http://10.100.1.83/fog/servive/ipxe/bg.png...okIs this maybe something with the Kernel I am using? I tried 4.19.64 with no better results.

I think I figured it out. I found another article where a user recommended removing the bg.png file from the menu backdrop in the PXE menu. I did this and it did manage to boot to the menu, and allow me then to enroll and image.
