I would like to translate the WebUI to german - what will I have to do?

My assumption is, that I have do work in “packages/web/management/languages”, create a directory “de_DE.UTF-8” with “LC_MESSAGES” in it. Then I think I have to work with the files messages.po and messages.mo. Is it right, that I have to write the german translation at the row msgstr below the row msgid in the file messages.po? What will I have to do with the file messages.mo?
