Computers not using free slots in the Que

I have been using fog for a while now and it is great but some how I manged to mess up the task que and can’t seem to find a solution. For some reason I always have 3 “free slots” open even with computers waiting to be imaged. I tried clearing the que manually and still no go. I included a screen shot to show that computers are in the que with open free slots not being used. Can someone please help?
