Syed,

I don’t know much about the laptop.

I’m assuming, when you say boot setting is locked, you mean the BIOS is password protected?

Removing the CMOS battery, in a laptop, isn’t always going to help you out.

Removing the CMOS will have no effect as the bios password is stored on an EEPROM which does not require power to keep the information. You need a bios master password that can be calculated by your service tag. The Dell bios master password will clear any set bios password allowing you full access to the bios. http://www.dellpasswords.com/1d3b_backdoor_password.html can calculate the Dell bios master password from your service tag just like Dell Support does.

        Syed,

I would also look into this utility, http://en.community.dell.com/techcenter/systems-management/w/wiki/1952.dell-client-configuration-toolkit-cctk.aspx. We run the full Latitude lineup where I work, this is what I use when I need to make changes “enterprise” wide to machines. I package BIOS settings with this utility and push them out through our deployment software. (Unfortunately, it’s not FOG).
