Reason: The disk contains an unclean file system.  
Metadata kept in Windows cache, refused to mount  
Failed to mount /dev/nvme0n1p3 Operation not permitted.  
The NTFS partition is in an unsafe state. Please resume and shut down Windows fully,  
or mount the volume read-only with the 'ro' mount option.

<p dir="auto">We have already fully restarted the Windows PC, but the issue persists.<br />
What other solutions can we try to fix this?</p>

I tried the powercfg command and that fixed the issue, i think the device was not shutdown fully, we got it working again.<br />

<p dir="auto">Is fast-restart enabled?</p>
<p dir="auto">I believe the command you’d need:<br />
<code>powercfg /h off</code> as an administrator account and you should not have the dirty bit issue.</p>
<p dir="auto">If this issue still persists, I’d also recommend doing a chkdsk/sfc scan of the disk as well.</p>
